I've been making filler baskets and wanted to share an example of one I made for my SIL. She loves to cook, so I made her a baker's basket for $9.26! It may cost you less, if you already have a basket/container lying around the house. I started at the Dollar Tree and bought a large basket. I filled it with a little newspaper at the bottom, then loosely crumpled tissue around the edges of the basket. Next, I added a box of brownies, 2 different cake mixes, 2 different tubs of frosting, a package of wooden spoons, a measuring cup set and a set of two Christmas pot holders. I bought basket bags for $1 from the Dollar Tree. You get two bags in each package. Oh, and I also added a couple of doctored cake mix recipes! Here is an example: http://www.recipes4cakes.com/cakemixcakes/
This link also has a ton of cake mix cake recipes:

Basket....................$1 (Dollar Tree)
Basket Bags...........$1 (Dollar Tree)
Cake Mixes.............88 Cents Each (Walmart)
Brownie Mix..........$1 Each (Walmart)
Frostings...............$1.25 Each (Walmart)
Wooden Spoons....$1 per pkg. (Dollar Tree)
Measuring Cups....$1 (Dollar Tree)
2 Poinsettia Potholders..$1 (Walmart)
Grand Total=$9.26!
I was looking at the $10 gift sets at Walmart and I think this basket looks much better than anything they were selling. It looks like some thought and effort was put into it and no one would ever guess the price it took to put it all together.
